Twenty-two years ago today, on Nov. 6, 1991, then-Russian President Boris Yeltsin issued a decree banning all Communist Party activities in Russia. He had earlier suspended the party during an investigation into the abortive August Coup, though Mikhail Gorbachev argued that the party as a whole wasn't responsible for what had happened.
