Technical Inspection Simplified

Prime Minister Dmitry Medvedev signed a decree Monday simplifying the technical inspection certification procedure for road vehicles.

According to the statement posted on the government website, the document replaces mandatory maintenance checkup certificates, the so called ***taloni,*** with diagnostic cards issued by "car dealers certified to conduct maintenance checkups of vehicles they service" and containing each vehicle's maintenance history.

It also modifies the format of diagnostic cards to make them better suited for international use, the statement said.

Presenting the bill at the government meeting on Nov. 23, Medvedev said drivers would not have to carry diagnostic cards with them as was the case with inspection certificates. They will need them only for buying the OSAGO mandatory liability insurance for their cars, which would prove that a car has passed a technical inspection, Interfax reported.
