Foreign Ministry: U.S. 'Violated' New Adoption Accord

A Foreign Ministry ombudsman on Wednesday said the United States violated a recently enacted adoption agreement by only "mildly scolding" adoptive parents implicated in domestic violence.

Konstantin Dolgov, a human rights, democracy and rule of law commissioner, said in comments carried by Interfax that "the law hasn't even had time to come into full force, and the Americans have already violated it."

He was referring to the recent case of Russian boy Maxim Babayev, who was allegedly abused by his adoptive American family. The Brevard, Florida, couple was arrested but found not guilty.

"Unfortunately, Russian consulate workers have not been granted access to the Russian citizen … but we are trying to solve this issue," Dolgov said.
