Chechen on U.S. Terror List

WASHINGTON — The United States has listed Chechen rebel leader Doku Umarov as a terrorist on the eve of talks between Presidents Barack Obama and Dmitry Medvedev.

The State Department said the listing, approved by Secretary of State Hillary Clinton, would help to stem the flow of funds to Umarov, who styles himself the “Emir of the Caucasus Emirate.”

“The designation of Umarov is in direct response to the threats posed to the United States and Russia,” senior State Department official Daniel Benjamin said in a statement Wednesday. Umarov has claimed responsibility for a host of attacks, including the March 29 bombings of the Moscow metro.
