Rights Group Claims Russia Ignores European Court

MOSCOW — A rights group says Russia routinely ignores rulings by the European Court of Human Rights focusing on crimes in the troubled North Caucasus.

Human Rights Watch said in a statement Monday that in 115 rulings on Chechnya, the court specifically found that Russia officials were responsible for murders, abductions or even torture.

The group says in the 33 cases it investigated, officials failed to prosecute the alleged perpetrators specifically named in the rulings. 
Government officials had no immediate reaction.

President Dmitry Medvedev has acknowledged that Russians often have little faith in their court system and are forced to turn to the European court. 
Russian victims have filed about 46,000 complaints with the Strasbourg court since 1998.
