Supreme Court Asks for Clarification on Death Penalty

The Supreme Court on Thursday asked the Constitutional Court to clarify whether capital punishment can be imposed starting Jan. 1, 2010.

The Constitutional Court in 1999 imposed a moratorium on the death penalty until a federal law took effect ensuring the right to a jury trial in every regions. The last without juries, Chechnya, plans to start using them Jan. 1.

“We can’t change it,” a Supreme Court spokesman said of the moratorium. “We’re just asking the Constitutional Court to clarify.”
