Miliband to Fly to Moscow

LONDON — British Foreign Secretary David Miliband will visit Russia in early November in the first bilateral visit to Russia by a foreign secretary since 2004, the Foreign Office said Thursday.

Miliband intends to meet with politicians and business leaders and discuss topics ranging from Afghanistan and Iran to climate security and the global economic crisis.

Relations between Russia and Britain have been strained recently. Britain has asked Russia to surrender a suspect in the 2006 poisoning death of Alexander Litvinenko. The closing of several Russian offices of the British Council — the cultural arm of the government — also angered London.
