Luzhkov Seeks Drug Testing

Mayor Yury Luzhkov is backing a bill calling for obligatory drug testing for students at all institutions of higher learning in the city annually.

Speaking to students Tuesday, Luzhkov said drug tests were necessary to identify users and tackle what he says is rampant drug use among young people, Interfax reported. Human rights ombudsman Vladimir Lukin questioned the constitutionality of the initiative. (MT)

Espionage Charges Ready

MADRID -- Spanish prosecutors have enough evidence to bring treason charges against a former Spanish intelligence officer accused of selling classified information to a foreign power, Spanish Attorney General Candido Conde Pumpido said Wednesday.

The alleged double agent, Roberto Florez Garcia, 42, appeared at a preliminary hearing on the Canary Island of Tenerife, where he lives and was arrested Monday. (AP)
