Bill Gives NGOs a Say in State Affairs

The Economic Development and Trade Ministry has won support from other government agencies for legislation that would give nongovernmental organizations a greater say in government decision making, deputy minister Andrei Sharonov said Wednesday.

The proposed legislation would also exempt NGOs from value added tax on social services and from the profit tax altogether, he said, Interfax reported.

In addition, it would expand the list of legal forms of NGOs that are allowed to operate as charities and enable the Public Chamber to investigate allegations of gross human rights violations.

The bill is designed to boost civil oversight over government agencies, Sharonov said.

He said the ministry hoped the State Duma would pass the bill this year so that it can come into force next year.
