U.S. Envoy Urges Energy Commitments

BERLIN -- The United States' envoy to Germany on Monday criticized Russia for failing to meet its promises on energy security and called on Moscow to demonstrate its resolve by liberalizing its energy markets.

Other Group of Eight nations should use the run-up to this year's G8 summit in Heiligendamm, Germany, in June to "try to institutionalize Russia's stated commitment" to energy supply goals set in St. Petersburg last year, U.S. Ambassador William Timken said.

"Many would note, however, that Russia has unfortunately resisted binding commitments to liberalize its energy markets," Timken said in a speech prepared for delivery at an EU-U.S. conference on Russian energy and European security.

"Energy standoffs like the ones that transpired in Ukraine and Belarus show the necessity and importance of transparency in energy markets," he added.
