NGO Annual Report Deadline Passes

Exact data on how many nongovernmental organizations managed to file annual reports before a deadline last weekend will become available only after May 1, because many NGOs filed by mail, the Federal Registration Service said Monday.

The deadline for NGOs to file the reports with the government passed Sunday, one year after a controversial law on NGOs came into effect.

NGO representatives said ahead of Sunday's deadline that they were suffocating under the additional paperwork required under the new legislation.

As of April 5, only 1,500 of some 200,000 NGOs operating in the country had submitted their paperwork, Federal Registration Service official Alexander Stepanov said, noting that this was the latest available data.

Foreign NGOs operating in Russia have two other deadlines -- April 30 and Oct. 31 -- for filing additional registration paperwork, Stepanov said.
