Debevoise & Plimpton LLP

Samuel Raymond Tillett has joined Debevoise & Plimpton LLP as international counsel, resident in the Moscow office, the international law firm has announced.

Tillett will be a member of the corporate department and will focus on international securities, mergers and acquisitions, and financing transactions.

He joins the firm from the ITI Group, Poland's largest diversified media and new media group, where he was general counsel from 2001. During his tenure at the ITI Group, he focused on a wide range of matters, including international securities offerings, commercial lending arrangements, merger and acquisition transactions, and joint venture and strategic partner arrangements.

Prior to joining the ITI Group, Tillett spent more than 20 years in private practice. From 1997-2000, he was a partner at Altheimer & Gray, where he was the managing partner of the Prague office from 1999-2000. From 1985-1997, he was a partner at Mayer, Brown & Platt. While in private practice in the United States, his practice focused on securities and financing transactions. From 1977-1980, he was a law clerk to the Office of Administrative Law Judges at the Federal Trade Commission. He received his law degree in 1977 from Case Western Reserve University and his bachelor of arts degree in 1973 from Hamilton College, where he was a member of Phi Beta Kappa.

Delta Private Equity Partners has announced the appointment of Roman Simonov as managing director.

Prior to Delta Private Equity, Simonov worked at Intel Capital, a corporate venture capital program sponsored by Intel Corporation. During his 10-year career at Intel, he held several positions in finance, strategic business development and management. Simonov joined the operations and finance department of Intel Corporation in Santa Clara, California, in 1996 as senior financial analyst. In 1999, he moved to Intel Capital, and in 2003 he brought Intel Capital to Russia and helped it open its office in Moscow. Simonov was involved in more than 60 transactions, including Intel's acquisition of Elbrus/UniPro. He graduated from the Moscow Civil Engineering University and holds an MBA degree cum laude in finance from Case Western Reserve University, Weatherhead School of Management, Cleveland, United States.
