Monitors to Get Visas

Russia will give monitors from the Organization for Security and Cooperation in Europe visas in time for the State Duma election next month, Foreign Minister Sergei Lavrov said Thursday.

"The visas will be issued to the OSCE representatives so they can arrive in time to oversee the election," Lavrov said after meeting his Finnish counterpart, Ilkka Kanerva.

None of the OSCE observers have so far received a visa for the Dec. 2 elections.

Russia's election chief blamed the international observers for the entry visa delay, saying they had only just submitted the necessary forms.
