Captain Charged in Soldier's Death

Captain Vyacheslav Nikiforov has been charged in the beating and subsequent death earlier this month of Dmitry Panteleyev, a soldier in the railway troops serving in the Moscow region town of Lukhovitsy, Interfax reported.

A drunken Nikiforov kicked Panteleyev in the face on Aug. 4, resulting in severe head injuries. Panteleyev, from Syktyvkar, was taken to a local hospital, where he died of his wounds. The soldier had less than four months to serve before he was to be discharged.

Nikiforov has been taken into custody and charged with inflicting grievous bodily harm resulting in death and exceeding authority involving the use of violence. On the first charge, Nikiforov faces up to 15 years in prison. The second charge carries a maximum sentence of 10 years.

Also on Tuesday, it was announced that the commander of the unit in Lukhovitsy, Colonel Mikhail Klimenko, would be removed from his post and discharged from the armed forces, Interfax reported.

Lieutenant General Sergei Klimets, chief of staff of the Railway Troops, said a board of review had decided to discharge Klimenko on Monday. "All of the board members said that after this horrific incident, Klimenko was unfit to occupy such an important position in the future," Klimets said.
