Hunger Strike Over, Talks Under Way

After calling a hunger strike to protest changed arrangements for completing the stalled construction of their homes, the Zvezda Rossii protesters are now seeing some progress in their case.

The Khimki district administration and the construction company PIK-Region are now working to finalize new contracts with the buyers' group, the apartment buyers and PIK said Monday.

The apartment buyers' spokesman, Nikita Kuznetsov, said an agreement was earlier reached with Giza XXI Vek construction company. The hunger strike was due to wariness of local authorities' sudden introduction of PIK in February.

A PIK spokeswoman, Yelena Orlova, said Giza was to remain the general subcontractor for the construction due to its technical knowledge of the project. She said apartment buyers' fears about changes to their contracts were unfounded, and that construction was due to resume in March. Giza XXI Vek could not be reached for comment.

The construction of the Zvezda Rossii complex was ruled illegal by a court in April 2005, and the heads of the previous builder, Print.Kapital, were arrested on fraud charges in December.
