United Russia on Elections

State Duma Speaker Boris Gryzlov said Tuesday that his party, United Russia, was in favor of direct elections to the Federation Council, Interfax reported.

Gryzlov said the United Russia faction would support a proposal to establish direct elections to the upper house if it were submitted to the Duma.

At present, each region is represented by two members in the Federation Council: one selected by the governor and the second by the regional legislature. (MT)

Chechnya to Draw Tourists

Chechen Prime Minister Ramzan Kadyrov said Tuesday that his government wanted to restore the republic's tourism business.

In a statement, Kadyrov said his administration was looking into a variety of projects that "would create the possibility for conducting sporting events and receive tourists on a high level."

The projects include developing camp grounds and hotels, as well as possibly creating bus connections between Chechnya and Western countries. (AP)

Spanish Minister in Moscow

Spanish Foreign Minister Miguel Angel Moratinos held talks on Tuesday with Foreign Minister Sergei Lavrov about bilateral cooperation, global crises and issues relating to Spain's chairmanship next year of the Organization for Security and Cooperation in Europe.

Moratinos said the two nations were planning to expand political and economic ties and cooperation between their law enforcement agencies and that they had also discussed peace efforts in the Middle East. (AP)
