Kaliningrad Brouhaha

The Foreign Ministry on Monday dismissed suggestions by a senior official that the Kaliningrad exclave could be declared a "foreign territory," saying that it will remain Russian.

The ministry's statement came in response to comments by Ilya Klebanov, President Vladimir Putin's envoy in the Northwestern Federal District, whom Izvestia quoted as saying that Kaliningrad could be given "the status of a special foreign territory, reflecting its certain isolation from the rest of Russia."
