Doctor Held in Bombing

The doctor who headed the hospital destroyed by a truck bombing in Mozdok has been arrested and charged with negligence and failure to obey orders, the Military Prosecutor's Office said Friday.

Lieutenant Colonel Artur Arakelyan, who was appointed to the hospital a month ago, was arrested shortly after the Aug. 1 attack and is jailed in Mozdok, prosecutor's office spokesman Roman Dmitriyev said.

He said investigators believe Arakelyan ignored orders to shore up security by installing a gate checkpoint that could have prevented the explosives-packed KamAZ from reaching the hospital. The explosion killed 50.

If convicted, Arakelyan faces up to five years in prison.

On the day of the bombing, Arakelyan went to Maikop in the Adygeya republic, where he had been previously stationed, to bring his wife and son to their new apartment in Mozdok, Kommersant reported Friday.

Arakelyan returned at 3 a.m., when rescuers were searching for survivors in the rubble of the hospital, and taken in for questioning. "It doesn't matter how long he was in his post, he was in charge and the party responsible for security at the hospital," Dmitriyev said.

North Ossetia's interior minister said Friday that seven suspects have been detained in connection with the attack.
