Ernst & Young

Yulia Maximovskaya has been made a partner at Ernst & Young. She specializes in the retail, consumer and industrial products industries.

Maximovskaya worked in the Moscow office of Arthur Andersen in 1992. She joined Ernst & Young after the firms combined their CIS practices in May 2002. She was elected chairwoman of the European Business Club's tax committee in August 2001.

Viktor Borodin has been promoted to a partner in Ernst & Young's tax department. He specializes in taxation issues for the energy, chemical and utilities sectors.

Borodin has been a tax adviser for more than 10 years to major international and Russian oil and gas companies, manufacturing enterprises and service providers in various industries. He began his career in Arthur Andersen's Moscow office in 1992. He joined Ernst & Young after the firms combined their CIS practices in May 2002.


Maxim Maletin has been appointed head of the stocks division at the Russian Trading System.

Maletin has held managerial positions in the securities market industry for the past nine years, working for the Land investment company and the West Siberian commercial bank in western Siberia.

Chadbourne & Parke

Patrick Seferovich has been appointed counsel at the Chadbourne & Parke LLP law firm's Russia and CIS practice. He is to concentrate on expanding the firm's energy practice.

Seferovich previously served as head of the Moscow office of international London-based firm Denton Wilde Sapte, where he represented Gazprom on a number of energy-related projects.

Before joining Denton, Seferovich was vice president and senior counsel for Occidental CIS Services, Inc., responsible for the company's operations in the CIS and Europe.

AFK Sistema

Alexei Buyanov has been appointed vice president and head of the financial restructuring department at AFK Sistema.

Buyanov has been vice president of Mobile TeleSystems, which is part of the Sistema holding, since 1998. Previously he was first vice president of Sistema-Invest, having joined the company in 1995. From 1994 to 1995, Buyanov held various positions in Sistema's property section.


Lyudmila Shabalkina has been appointed chairwoman of Avtobank.

She has worked at the bank since 1997, having held the position of deputy chairwoman and later serving as acting chairwoman. Shabalkina also worked at Agroprombank, originally serving as a deputy department head and moving on to work as deputy management chairwoman.

Moscow Insurance Co.

Vladimir Yevstigneyev has been appointed general director of Moscow Insurance Co. He replaces Vladimir Kruglyak, who was named chairman of the management board at the Moscow Insurers Association earlier this year.

Since 1999, Yevstigneyev has held the post of deputy vice president at the Bank of Moscow. From 1998 to 1999, he was deputy management chairman of Mosbiznesbank.


Andrei Petrov has been appointed commercial director at the Darya frozen foods company.

Since 1999, Petrov has served as commercial director at the Lyubimy Krai confectionary association. From 1996 to 1999, he headed the St. Petersburg office of U.S. company Office Solutions.
