Report: 14 Vanish in Chechen Sweep

The Chechen Committee for National Salvation distributed a statement Tuesday evening saying that a mop-up operation was conducted in Tsotsin-Yurt from March 25 to April 1 in which 14 local men disappeared without trace.

The operation violated the order issued March 27 by General Vladimir Moltenskoi, commander of federal troops in Chechnya, according to the group, which backs separatist leader Aslan Maskhadov.

The order instructs troops to identify themselves, treat civilians politely and release lists of those detained.

The statement, sent by e-mail from Nazran, said 14 people who disappeared from the village in the Kurchaloi district were not included on any lists, while many other residents were humiliated and beaten by unidentified troops, animals and other property were confiscated, three houses were blown up and five were completely looted.

After the operation, the Chechen villagers were forced to sign a paper saying they had no complaints and were warned that anyone who complained would be punished, the statement said.
