PRP Weber Shandwick

Yelena Vinogradova has been appointed staff director at PRP Weber Shandwick, one of the CIS's leading public relations agencies.

Vinogradova graduated from the Moscow State Linguistic University in 1994. In 1997, she received a diploma for human resources management from the Moscow Higher School of Social and Economic Sciences.

In 2000, she received her MBA. In November 2000, Vinogradova was named one of Russia's top HR managers by Karyera magazine.


The Russian branch of Philips has announced the appointment of Andrei Shpakovsky to the post of PC and monitors manager, where he will be responsible for creating a Russian distribution network.

From 1994 to 1996, Shpakovsky, a graduate of Lomonosov Moscow State University, worked in the Russian branch of Sony as product and marketing manager.

From November 1996 to February 1998, Shpakovsky worked at Sweden's Electrolux.

Shpakovsky then worked for the Moscow-based Rubin television plant, where he was responsible for creating a retail network and rehabilitating the image of the Soviet TV-set maker.

Baltschug Kempinski

French Canadian hotelier Yoland Perras, 45, has been named executive assistant manager of The Hotel Baltschug Kempinski Mocow.

Perras will oversee the daily operations of the 232-room property, with specific emphasis on its food and beverage activities.

Perras joins the Kempinski Hotels & Resorts Group from Swiss?tel, where he served as director of catering and director of food and beverage of the award-winning Swiss?tel Chicago since 1993. During his tenure with Swiss?tel Chicago he was named Manager of the Year for Swiss?tel's North American properties in 1997.

A 1978 graduate of Montreal's prestigious Institut de Tourisme et d'Hotellerie du Quebec, Perras began his hospitality career in Canada. Perras has also worked in the West African nations of Benin and Morocco.

Russin & Vecchi

Russin & Vecchi, an international law firm with offices in Moscow and Vladivostok, is opening its third office in Russia on Sakhalin Island in Yuzhno-Sakhalinsk.

Kregg Halstead, an American attorney with extensive experience working in CIS countries, and Alexander Chabanenko, a Russian attorney with experience in oil and gas law, commercial transactions and corporate law, will direct the office.

Jonathan Russin supervises Russin & Vecchi's Russian Practice Group from Moscow. William Ruddy, a partner in the Russian Practice Group and in the Juneau, Alaska-based firm of Ruddy, Bradley, Kolkhorst & Reges, and Sergei Lazarev, a partner in the Russian Practice Group, will also serve in the Yuzhno-Sakhalinsk office.
