U.S. Citizen Arrested For Alleged Drug Procurement

A U.S. citizen studying on a Fulbright grant was arrested earlier this month in central Russia during an alleged drug deal, the Federal Security Service said Tuesday.

The Federal Security Service or FSB, the main successor to the Soviet KGB, said in a statement that a graduate student named John Edward Tobbin was seized Feb. 1 while purchasing drugs. It did not identify the substances.

Neither the U.S. Embassy in Moscow, nor the local Fulbright program office could immediately comment on the report.

Tobbin was studying at the political science faculty of the state university in Voronezh, about 475 kilometers south of Moscow, on a Fulbright grant, the FSB said. His hometown was not identified.

However the FSB said that he had previously been a student at the Defense Language Institute in Monterey, California, which is run under the aegis of the U.S. Defense Department, and that he had been in training at a military intelligence school in Fort Huachuca, Arizona.

"According to information at our disposal, John Tobbin received access to work with secret documents in May 1997," Itar-Tass quoted the FSB as saying.
