Government to Address Land Code

In what would be a step toward liberalizing land ownership, the government will submit a bill this spring to enable private sales of all types of land, including farmland.

Private ownership of land is one of the nation’s most sensitive issues, with left-wing legislators fiercely opposed to private ownership of all land.

Left-wing State Duma deputies walked out of the lower house of parliament last month, when the Duma gave narrow tentative approval to a bill enabling the private buying and selling of nonagricultural land.

Dealings in farmland, however, must wait until a special Land Code is approved. Economic Development and Trade Minister German Gref said Friday the code will be sent to the Duma this spring, NTV television reported.

However, the part of the code dealing with farmland may lag behind and may not be ready before the end of the year, according to NTV and Itar-Tass.
