  • Sergei Kuznetsov has been appointed acting general director of national long-distance telephone monop-oly Rostelecom.

    His appointment is effective March 12 and will continue until the firm's annual meet-ing this summer.

    Rostelecom's general director Nikolai Korolyov has resigned for health reasons.

    The appointment of Kuznetsov strengthens the St. Petersburg influence — that is, Telecominvest — in the state-run telecommunications sector. Kuznetsov has served as general director of Telecominvest subsidiary Peterstar, an alternative long-distance operator that is 71 percent owned by U.S. company Metromedia, since fall 1998; he served as general director in the early 1990s of another Telecominvest subsidiary, Delta Telecom, and was named director of the Telecominvest holding when it was founded at in 1994, Vedomosti reported.

    Svyazinvest head Valery Yashin and Communications Minister Leonid Reiman helped found Telecominvest.

    Arthur Andersen

  • Jae Shim has been appointed head of Arthur Andersen's energy and oil & gas tax practice in Russia, the accounting firm announced Monday in a statement.

    Shim began his career in the New York office of PriceWaterhouse in 1989 as an international tax adviser. He then transferred to their Moscow office in 1996, where he advised major foreign and local oil and gas companies, both in Russia and abroad.

    He returned to the United States in 1999, after having led PricewaterhouseCooper's international tax practice in Russia for nearly three years. He joined the International Tax Practice of Arthur Andersen in Los Angeles, where he served as the firm's inbound international tax coordinator for the Pacific Southwest region of the United States.

    He is a graduate of Boston College Law School, from which he holds the degree of Juris Doctor. Shim also received a master's degree in tax law from Boston University School of Law.

    Colliers International

  • Real estate firm Colliers International has appointed Sergei Gipsh as general sales manager for their Moscow office, the company announced in a statement.

    Gipsh first entered the real estate profession in 1992, serving as the chief executive officer for the real estate management company AREAL. From 1996 to 1998 he was retail director for the development company CIED.

    In 1998 he joined Colliers International to head the retail department. His new responsibilities include increasing Colliers' market share and managing 45 staff.


  • Levan Basadze, vice president for investment at AFK Sistema, has been appointed first vice president in charge of overseeing the company's strategic development, Vedomosti reported.

    In addition, Dmitry Lyubinin, former chairman of the board of the bank Rossiisky Kredit, has become the vice president and director of the investment department at Sistema.

    Sistema owns the telecommunications holding Sistema Telekom, a controlling stake in the insurance company ROSNO and stakes in other enterprises.

    Basadze graduated from Tbilisi State University in 1992 with a specialization in geophysics. In 1995, he received an MBA from Emory University Business School in Atlanta, Georgia. Before transferring to Sistema in 1998, he was managing director at Aton brokerage.

    Lyubinin began working at Rossiisky Kredit after graduating from Moscow State University in 1993. In August 1994, he was appointed chairman of the board of Rossiisky Kredit.
