Dagestani Official Gunned Down

Unidentified gunmen shot dead the deputy speaker of Dagestan's parliament and a prominent local banker in downtown Makhachkala, Interfax reported Wednesday.

The speaker, Arsen Kammayev, was walking home with the head of a local branch of Promstroibank, Abdulkhalik Musayev, when they came under fire from passing car Tuesday night. The attackers fled. Itar-Tass reported that Kammayev was killed on the spot, while Musayev died on his way to a hospital.

According to Interfax, the local branch of the Federal Security Service opened an investigation into the double murder and had found a car and an assault rifle used by the attackers.

In September 1999, Kammayev led a local militia fighting an armed incursion of Islamic militants from Chechnya into Dagestan's Novolak region. Kammayev was head of the region's administration from March 1995 to March 1999.

Kammayev was married to a cousin of Makhachkala Mayor Said Amirov, who along with his entourage has been a frequent target of terrorist attacks.
