'Nicotine Revolution' Grips Duma

After six months in a no-smoking zone, nicotine-craving lawmakers rebelled Tuesday, moving to overturn a ban on lighting up in the State Duma.

In what Itar-Tass dubbed a potential "nicotine revolution," the Duma’s leadership agreed to take up at Wednesday’s session two resolutions that would overturn last year’s measure declaring the building’s premises totally smoke-free.

One version of the resolution would set aside special smoking zones, the news service reported, while another would permit smoking more broadly within the building.

The ban has remained largely on paper anyway, as many deputies still light up behind closed office doors.

Prominent smokers in the chamber include Speaker Gennady Seleznyov.
