Putin to Visit Japan

Putin has sought to improve ties with Tokyo since his election in March. Moscow and Tokyo have not signed a peace treaty formally ending World War II because of a dispute over the Kuril Islands, which the Soviet Union seized from Japan in the waning days of the war and remain in Russian hands.
Putin is also expected to address the UN Millennium Summit in New York, Ivanov told reporters.
