Accounts Unfrozen

MOSCOW -- A bank in charge of foreign debt payments has persuaded a French court to unfreeze accounts blocked earlier this year in a payment dispute, a bank spokeswoman said Friday.

A court in Paris ruled that Vneshekonombank's accounts must be unfrozen because the bank is an independent financial institution, said bank spokeswoman Tatyana Golodets.

Golodets said the court agreed that although Vneshekonombank is government-owned, it shouldn't answer for the government's obligations.

Golodets refused to say how much money was in the accounts, which were frozen on the request of Swiss-based trading company Noga. Noga is trying to recoup millions of dollars it says the government owes from oil-for-food deals.
