Kadyrov: Kremlin Program Misguided

The new Kremlin-appointed Chechen administration says the federal government's program for restoring Chechnya is doing little to help the people there and is most successful at enriching powerful monopolies such as the railroads and electricity grid. ""We need to feed people, to provide them warmth and housing for the coming winter, and for these purposes the [government] program offers peanuts,"" said Shamil Beno, the Chechen administration's representative in Moscow. ""We are now revising the program and want to be heard."" Akhmad Kadyrov, who was appointed by Moscow in mid-June as its chief administrator in Chechnya, has been trying for the past week to meet with Deputy Prime Minister Viktor Khristenko to discuss funding. A meeting was set for Tuesday but was put off to some time in the future, both sides said, without explaining the reason.
