Registration Stays

MOSCOW -- Moscow city authorities have no intention of dropping a registration requirement aimed at preventing some people from living in the capital, Mayor Yury Luzhkov said over the weekend.

Moscow "is not going to give up protective measures," Luzhkov was quoted as saying Saturday by Itar-Tass. He said they were needed to keep out "outsiders" with bad intentions.

Registration, a carryover of Soviet-era residency restrictions, is difficult to get for newcomers and sometimes involves paying heavy bribes.

The Constitutional Court ruled in 1997 that the registration system was unconstitutional, but Moscow has kept it in effect. President Vladimir Putin has vowed to bring local measures in line with federal legislation.
