Putin Approves Regional Council

Apparently seeking to appease regional leaders who will lose their parliamentary seats, President Vladimir Putin has agreed to let regional bosses form a consultative body to advise the Kremlin, the presidential press service said Thursday.

The upper house of parliament, which is made up of regional governors and heads of local legislatures, on Wednesday approved under Kremlin pressure a bill that would remove them from the chamber, replacing them with appointed legislators.

Seeking to retain a way of influencing federal policies, some governors have proposed creating an advisory State Council, which would be made up of regional leaders.

Putin has signed an order approving the proposal, the presidential press service said.
