Army Reform Plan

MOSCOW -- Military leaders have presented the advisory Security Council with suggestions for reforming the armed forces, Interfax quoted a top general as saying Thursday.

The announcement signaled a possible end to an embarrassing feud that had pitted Defense Minister Igor Sergeyev against the chief of the General Staff, Anatoly Kvashnin.

Valery Manilov, Kvashnin's top deputy, was quoted as saying that leaders had suggested reforms in line with changes in the geopolitical environment, the finances of the state and real threats.

President Vladimir Putin had asked the military's leaders to draft a joint plan of options for the armed forces after the feud broke out between two top officers over the reforms this month.
