Azeri Amnesty

BAKU, Azerbaijan -- Azeri President Heidar Aliyev declared an amnesty Sunday for 87 prisoners, including many convicted of political crimes, before a Council of Europe session considering the ex-Soviet republic's admission.

But the measure did not cover some of the country's most prominent dissidents, including former Prime Minister Suret Huseinov, convicted of mounting a 1994 coup against Aliyev.

Among those freed were a small number of those jailed in connection with the 1994 alleged coup and clashes that broke out a year later.
