18-Month Action Plan

MOSCOW -- Russia's short-term economic program, to be considered by the government next week, aims to improve the investment climate and reform the tax system, Economic Development and Trade Minister German Gref said Tuesday.

Gref said at an investment conference that the government had wanted to study a 10-year program this week. "But after detailed work we agreed to prepare a precise quarterly action plan for the next 18 months."

"In connection with this, the prime minister [Mikhail Kasyanov] has asked for another version of the program to be prepared which we are now working on," he added.

The plan, expected to be laced with liberal economic proposals, is due to be submitted to the government on June 28.
