Nemtsov Voted In As New SPS Chief

State Duma Deputy Boris Nemtsov was elected leader of the Union of Right Forces, or SPS, faction in the lower house of parliament on Tuesday.

Nemtsov replaced Sergei Kiriyenko, who was appointed the presidential representative in the Volga district - one of the seven federal administrative districts recently created by President Vladimir Putin to restore more central control over the regions.

In taking over as faction leader, Nemtsov had to give up his position as deputy speaker in the Duma, parliament's lower house.

Another SPS leader, Irina Khakamada, said the faction will recommend her for the post.

Nemtsov said SPS's goal was to make sure a new tax bill clears its second reading in the Duma before it recesses for the summer. The bill calls for a flat income tax of 13 percent.

The bill must pass three readings in the Duma and then be approved by the Federation Council and Putin to become law.
