Kulikov Not Reinstated

MOSCOW -- The Presidium of the Supreme Court ruled Tuesday not to reinstate Moscow's police chief, Nikolai Kulikov.

The latest ruling came in response to a protest filed by the Prosecutor General's Office after the Supreme Court's appeals board ruled April 11 that Kulikov's dismissal - via presidential decree in December 1999 - was illegal.

Analysts have repeatedly called the battle over Kulikov, an ally of Mayor Yury Luzhkov, political. Luzhkov said he plans to appeal to the Constitutional Court, Interfax reported.

While existing legislation stipulates that personnel decisions concerning top police officials in constituent territories must be agreed upon by local authorities, the post of Moscow's police chief fell into a legal gray area in October 1998 when it was merged with the position of deputy interior minister.
