Ukraine Constitution

KIEV -- Ukrainian President Leonid Kuchma has sent parliament a draft bill to amend the constitution in accordance with the results of a nationwide referendum, the presidential administration said Thursday.

Voters in the April 16 referendum approved four proposals to reshape the parliament and give the president more power.

But the referendum was just a first step: Each question must pass the parliament as a constitutional amendment. Analysts say parliament is unlikely to pass all the amendments, and Kuchma has indicated he might disband the legislature if it does not approve the changes.
