Dniester Demands

CHISINAU, Moldova -- Separatist leaders in the Trans-Dniester region of Moldova said they will not allow Russia to withdraw weapons and military personnel unless they receive payment for half the net value of the arms, media reported Thursday.

Russia agreed last fall at the Istanbul summit of the Organization for Security and Cooperation in Europe, to unconditionally withdraw 2,500 troops from Trans-Dniester by 2002.

"The deadline for evacuating the armament will be settled when we will agree with Russia over the patrimonial matters. ... We do not need the arms, but we need half of what is ours, which means 50 percent [of what it is worth]," Flux daily quoted Grigore Marcuta as saying Wednesday.
