Arms Detox Lab Opens

MOSCOW -- Russian and U.S. officials Wednesday opened an American-funded laboratory that is to aid Russia in dismantling massive stockpiles of chemical weapons in line with a global ban on the arms.

"As the owners of the largest stockpiles of chemical weapons, the Russian Federation and the United States have the responsibility to set the example for the international community in addressing the challenge these weapons represent for mankind," U.S. Ambassador James Collins said at the opening of the facility in Moscow.

In accordance with the 1993 Paris Convention on Chemical Weapons, Russia must destroy some 40,000 metric tons of chemical weapons. But Russian officials said the estimated $5 billion cost of the project was too high for the cash-strapped government and asked foreign countries for help.
