Russia: U.S. Too Harsh

MOSCOW -- Russia on Wednesday accused the United States of overstepping its powers by adopting a law that would cut U.S. payments to Russia's space agency if Russian firms are found to have helped Iran develop nuclear arms.

U.S. President Bill Clinton on Tuesday signed a bill that would bar "extraordinary payments" to the space agency for the International Space Station unless the United States confirms that Russia has not passed missile technology or nuclear, chemical or biological weapons to Iran during the past year.
