Mayor on Migration

MOSCOW -- Mayor Yury Luzhkov suggested at a Thursday trade union meeting that the federal government establish a quota system for migration "for the protection of the government," Itar-Tass reported.

The mayor said Moscow should give preference to Muscovites for employment and should also create conditions under which migrants will find it disadvantageous to enter into production. Luzhkov also suggested the city "sharply strengthen control of location of migrants in Moscow."

Luzkhov also said the city must take measures to raise the minimum standard of living, saying that more than 52 percent of the population lives below this level. The mayor said he planned to raise pensions for the year 2000.
