MOSCOW -- Russia came under new criticism Monday for its handling of the war in Chechnya when a delegation from the Council of Europe said it believed "serious human rights violations and war crimes have taken place in Chechnya on both sides."

"Eyewitnesses gave accounts of arbitrary killings and harassment by Russian forces, as well as unacceptable actions of violence by Chechen fighters, the implementation of [Islamic] sharia law and hostage-taking," the delegation said in a statement.

The delegation visited refugee camps and the capital, Grozny.
