Border Guards Kill 13

DUSHANBE, Tajikistan -- Russian soldiers guarding Tajikistan's southern frontier killed 13 people trying to cross from Afghanistan in two separate clashes Tuesday, a spokesman for the guards said Wednesday.

In the first incident, seven men trying to cross north into Tajikistan opened fire when challenged, and four of them died in the ensuing shootout. The remaining three managed to get away.

Shortly afterward at the same point around 150 kilometers southeast of the capital, Dushanbe, a second group of nine people was found moving on to Tajik territory. They were killed by border guards firing from two helicopters.
