Russia Softens on Ship

MOSCOW -- Russia appeared to back down Tuesday over the detention of a Russian tanker by a U.S. warship, with Foreign Minister Igor Ivanov no longer flatly denying that the vessel may have been carrying oil from Iraq.

Ivanov said Tuesday tests were necessary to determine the origin of the oil. But he indicated Moscow would accept the confiscation of the oil if the tanker did violate the UN embargo.

The operation to unload oil from a Russian tanker detained in Oman was delayed Tuesday by technical issues and choppy seas, Russian and Omani officials said. A Russian diplomat said he expected unloading to start Wednesday.
