Putin Mulls Farm Bank

KRASNODAR, Southern Russia -- Acting President Vladimir Putin promised Friday the government would set up a bank for lending to farmers and relieve some debts for the struggling, inefficient agricultural sector.

Putin said he would order the government to draft a bill on establishing a state agricultural bank. The private SBS-Agro bank had processed government loans to farms until the August 1998 financial crisis, when the bank froze its accounts.
