Dagestan Blast Arrests

MOSCOW -- Russian authorities have arrested two men in connection with a 1996 apartment blast in southern Russia that killed 67 people, a presidential aide said Tuesday.

The explosion ripped through an apartment building that housed Russian border guard officers in the republic of Dagestan in November 1996. Officials never determined the cause of the blast, but many blamed it on rebels in the neighboring republic of Chechnya.
