Provinces Elect New Leaders

The only woman among Russia's 89 regional governors was voted out of office, while most of the 11 local government elections held over the weekend will go into runoffs, according to early returns released Monday.

Vladimir Loginov, the head of a local mining complex, upset Valentina Bronevich, governor of the sparsely populated Koryak autonomous region in Russia's Far East.

Only two other elections on Sunday produced clear winners. In the southern Krasnodar region, Alexander Tkachev, a candidate hand-picked by incumbent governor Nikolai Kondratenko, won by a landslide with 82 percent of the vote, election officials said.

Kondratenko had won notoriety with his verbal attacks against Jews and other minorities. Deciding not to pursue reelection, he gave his blessing to federal lawmaker Tkachev, and voters accepted his choice.

Anatoly Guzhvin was the only incumbent to win re-election easily, getting 81 percent of the vote in the southern Astrakhan region.
