Shoigu Criticized For Fund Misuse

Emergency Situations Minister Sergei Shoigu was berated this week by Prime Minister Mikhail Kasyanov for alleged misappropriation of federal funds at his ministry.

Shoigu, leader of the pro-government Unity party, had rarely been criticized in public before by the government. Speaking Wednesday to Emergency Situations Ministry personnel gathered in Moscow from around the country, Kasyanov said the ministry had this year withdrawn about 2 billion rubles (about $72 million) from a government reserve fund.

He said there were "cases" when these and other funds "were misappropriated or spent inefficiently," the Segodnya newspaper reported.

"That speaks of an insufficient control mechanism on the part of the Finance Ministry and the Emergency Situations Ministry."

Shoigu afterward told journalists his ministry's funds had been misappropriated in some regions of Russia, but he said the money was ultimately returned.
