Sweden to Aid Cleanup

GENEVA — Russia has agreed to allow the Swedish army to help clean up an old oil spill at a nuclear missile base, a Swiss organization said Tuesday.

"We were the first foreigners allowed to visit this formerly inaccessible, secret nuclear missile base," said Stephan Robinson of Green Cross International, an environmental organization founded by former Soviet President Mikhail Gorbachev.

Robinson said 500 tons of heating oil spilled at the site at Ostrov, near the border with Latvia, in 1985. He said the oil is seeping into the Velikaya River, a source of drinking water. The river leads to waterways that empty into the Baltic Sea.
