The management of "GAZ" approved the new selling prices for the factory's products.

From now on the selling prices the automobiles, manufactured by the automobile giant, will increase by 4.4%. The re-cent price rise, like the one implemented several months ago, was caused by the factory's need to reach the planned profit-ability level. Though, according to the factory's top management, the price increase is not the only way to raise the profit-ability level. The factory's experts try to find ways to lower costs. Thus, "GAZcontract" is putting order in its relations with the distributors of the factory's products.

The arbitration proceedings on the claim of "Sibur-Neftekhim" to nullify the deal on debt transfer of "Neftek-him's" debt against "Nizhnovenergo" took place on October 9.

The decision of the arbitration court cancelled the overdue debts of "Sibur" against "Nizhnovenergo", Nizhniy Novgorod energy suppliers. Three agreements on transfer of debt for heat supply have already been disputed. Four other contracts for energy supply will be considered this Wednesday. The recent situation with energy cuts off of the "Sibur-Neftekhim" factories' fraught with the ecological catastrophe, has been settled and energy supply has been restored.

REPUBLIC OF TATARSTAN

The regional office of Eximbank (USA) to be established in Tatarstan.

Besides, the republic's government plans to maintain cooperation with the European Bank for Reconstruction and Development. For that purpose Ravil Muratov, first deputy Prime Minister of the Republic of Tatarstan, set up for a business visit to the USA on October 1-8, 2000.
In Washington the first deputy Prime Minister met with James Harman, head of Eximbank. The top management of the world's leading bank confirmed its intent to develop cooperation with the republic of Tatarstan. The plans stipulate establishing of the regional office of the bank in the Republic of Tatarstan for elaboration and development of perspective investment projects.
Besides, during his visit to the USA Ravil Muratov discussed possible participation of the European Bank for Reconstruction and Development in the republic's investment projects during his meeting with Charles Franc, First Vice President of the European Bank. In the near future the sides will continue specifying the ways for bilateral cooperation. At the recent meeting the sides discussed the bank's position in regards of restructuring of the debts of "KamAZ". The EBRD confirmed its constructive position in this respect.

In the 9 months of 2000 "KamAZ" exceeded the automobile production and sales figures posted for the whole year 1999.

From the beginning of 2000 all 10 factories and other enterprises, included into the structure of "KamAZ", manufactured and sold products at the total amount of RUR 9.15 billion (compared with RUR 6.1 billion posted for 1999). Thus, the company sold 15,515 cargo automobiles (14,387 items in 1999) and 24,504 passenger cars (28,004 vehicles in 1999), 23,935 engines and power generating sets (21,253 items in 1999), and spare parts at the total amount of RUR 1.71 billion (RUR 1 billion in 1999) and diverse products at the total amount of RUR 673.8 million (RUR 503.3 million in 1999).
In September consumers received 2,090 cargo and 2,880 passenger automobiles, 3,693 engines and power generating sets, spare parts at the total amount of RUR 262.2 million and other products at the total amount of RUR 97.1 million. The major results were posted by the diesel engine manufacturers: production of diesel engines rose by 600 items over August 2000.
The factory assembled and placed for sales 2,415 heavy-load "KamAZ" trucks, showing the best results in the recent 5 years. The recent production and sales tempo will allow "KamAZ" to exceed the plan figures for year 2000.

"Respublica Tatarstan" (Kazan), 10.10.00

"Tatneft" decided to employ a Western consulting company for managing the project for construction of the Nizhnekamskiy oil refinery.

The tender among the Western companies, ready to participate in the project, will be held in the end of 2000.
The objects, constructed in the first and second stages, are planned to be commissioned in the second half of 2001. On the first stage of the project the oil refinery will produce diesel fuel, aviation kerosene and bitumen for construction, on the second stage it will start manufacturing automobile gasoline.
With the internal profitability norms, set at 15.6% and the 9-year payback period, the factory will make it possible to pas over for processing only carbon oil with the depth of oil refining reaching 82-84%. This way Nizhnekamskiy oil refinery will be the Russia's unique factory, able to process sour oil and produce petrochemicals corresponding to the European quality standards - unleaded high-grade gasoline, aviation kerosene, strait-run gasoline, diesel fuel with sulfur content up to 0.05%, with cetane number of 51 and mazut with sulfur content up to 1%. Besides, the new technology will make it possible to reduce mazut output to 1.1 million tons per year.
The project stipulates attracting over $150 million of investments within the recent five years. Currently "Tatneft", general investor and coordinator of the project, holding 63% shares of the oil refinery, invested RUR 1.5 billion into the project.

VOLGOGRAD REGION

"Volgograd ceramic factory" has been refurbished aided by Italian know-how.

For several years the factory strove for attracting investments: as a result the top management decided to implement the factory's own resources. The profit has been allocated into technical refurbishment. This measure made it possible to change the range of products, using the Russian raw materials and the Italian know-how. Tile production, being the most profitable, experienced the major modernization. As a result the quality of tiles came closer to the European standards, while the prices remained lower than those of the imported products.
Nikolay Tiutiunov, chairman of the board of directors, says that the current state of the factory suits all the factory's stockholders. Within 2000 the output of decorative tiles rose by 100%, while the profit increased by over 40%.

"Delovoye Povolzhiye" (Volgograd), 10.10.00

PERM REGION

The delegation of the EBRD to visit Perm on October 10.

The delegation consists of 10 directors of the bank, including the director of the bank for Russia. The visitors will familiarize with the social-economic state of the region and the current situation in the financial and crediting sphere.
The delegation is expected to meet Governor Gennadiy Igumnov, Chairman of the Regional Legislative Assembly Nikolay Devyatkin, Mayor of Perm Yuriy Trutnev, and the top management of the enterprises, which received the bank's credit lines ("Permtex" and "Solikamsk magnesium factory").

Lysva-based "Privod" to establish a joint venture.

Recently there are three directions for development of "Privod", the large regional mechanical engineering holding. First, "Privod" supplies products to "Gazprom". This year the factory will accomplish the project of a 6.3 MW vary-drive.
Secondly, the factory works in tough cooperation with the energy industry. Thus, together with "Iskra" and "Perm motors", the factory is designing a low capacity power station (up to 12 MW) with the gas turbine based on aviation engines.
Lastly, the products of "Privod" won recognition in the oil industry. The submersible electricity-driven pumps, used for well drilling, enjoyed the highest demand in 2000.
In present the top management of "Privod" is considering establishment of a joint venture for production of submersible electricity-driven pumps for oil extraction. It is planned that apart from "Privod", oil company "UKOS" and Schlumberger (Houston, USA) will participate in the joint venture. This year "Privod" may count on the control stock in the joint venture. The forecasted cost of the project is considerably high. Currently the necessary principle documents are being elaborated. The American lawyers and economists are expected to come to Perm region to discuss the details of cooperation.

NOVOSIBIRSK REGION

Novosibirsk energy and mechanics factory to launch production of mill devices in the near future.

The new mill complex has a small size and it may be operated by one worker. The capacity of the new complex is 600 kg of highest grade flour per hour. Recently the factory received several orders for the new mill from the farmers of Kuzbas, Altai and Kazakhstan.

The mission in Novosibirsk for trade and economics of the Chelyabinsk region is expected to facilitate cooperation between the two regions.

The mission of the Chelyabinsk region represents the enterprises of mechanical and machine-tool engineering, mining industry, construction, processing industry, trade and other industries and sectors of economy.

The regions have plenty of areas for mutual cooperation. There are all opportunities for increasing the trader turnover, which is does not exceed RUR 0.25 billion per year so far.

"Azot" (Kemerovo) drew economic results for September and the third quarter of 2000.

The plan target for September has been met at 100.4%. For the first time in several years the total output exceeded RUR 400 million. In the nine months of 2000 the factory's output rose by 37% compared with the similar period of 1999. In September the "Azot" repaired 146 railway carriages, owned by the factory, and made small repair works of 261 carriages from the park belonging to the Ministry of Communications. As a result of the reduced downtime of railway carriages the factory economized RUR 2.5 million.

KRASNOYARSK REGION

On October 7 "Norilsk nickel" started interim dividend payment for the third quarter of 2000.

The interim dividend payment goes in line with the decision of the board of directors, made on August 21. The payment is accomplished in monies at 1.5 rubles per share (both ordinary and preference), payable to persons enrolled in the stock-holders' register by August 10, 2000. The private stockholders will receive the payment by postal order at the addresses, enlisted in the stockholders' register. The legal entities will receive the dividends by bank transfer.

PRIMORSKIY KRAI

The emergency stockholders meeting of "Dalenergo" took place on October 6 in Vladivostok.

Yuriy Likhoida, the former vice governor of Primorskiy krai for the energy complex matters, was elected general director of "Dalenergo."
The stockholders dismissed Vladimir Peshkun and the former deputies and a group of Moscow representatives, backing the old management team, from the board of directors. They were replaced by the representatives of the energy complex from Moscow, Khabarovsk and Vladivostok, being loyal to the interests of the Primorskiy krai.
Anatoliy Kopsov, deputy chairman of RAO "UES" (Unified Energy Systems), was elected chairman of the board of directors of "Dalenergo", replacing Andrey Rappoport.
